Why do incoming calls go straight to voicemail on an iPhone?

Follow these steps
Turn off Focus and Do Not Disturb
Open Control Center and make sure Focus / Do Not Disturb is off. Also check Settings > Focus for any schedule that turns it back on automatically.
You should see: No Focus mode is active and no quiet schedule is currently silencing calls.
Check Silence Unknown Callers
Go to Settings > Apps > Phone (or Settings > Phone on older iOS) and turn off Silence Unknown Callers if it is on.
You should see: Silence Unknown Callers is off so ordinary calls can ring.
Enable Wi-Fi Calling and test at home
In Phone settings, turn on Wi-Fi Calling if your carrier supports it. Stay on home Wi-Fi and ask someone to call you.
You should see: The iPhone rings over Wi-Fi Calling, which suggests a cellular signal issue when Wi-Fi Calling is off.
Restart and retest on cellular
Restart the iPhone, turn Wi-Fi off briefly, and test another incoming call on cellular only.
