How do I fix a landline with no dial tone that says line in use?

Start by testing a simple corded phone at the customer Network Interface Device (NID) test jack. Dial tone at the box usually means the problem is inside your home wiring or phones; no dial tone at the box usually means the provider needs to repair the outside line.

Before you start: stop right away if…

  • Do not open or tamper with the locked provider side of the phone box.

Follow these steps

  1. Unplug house phones from the line

    Unplug cordless bases, corded phones, and any other devices using the landline so nothing keeps the line off-hook.

    You should see: No indoor phone equipment is connected to the line during the test.

  2. Open the customer side of the NID

    At the outdoor phone box, open only the customer-accessible side and find the house jack or test plug for the line. Do not force open the secured provider compartment.

    You should see: You can see and use the customer test jack.

  3. Test with one corded phone at the NID

    Unplug the house wiring from the test jack if needed, then plug one simple corded phone directly into that jack and listen for dial tone.

    You should see: You either hear dial tone at the box, or you confirm there is still no dial tone.

  4. Decide indoor vs provider repair

    If dial tone works at the NID, reconnect house wiring and check phones one at a time indoors to find a bad phone or jack. If there is no dial tone at the NID, contact your phone provider for an outside-line repair.

    You should see: You know whether the fault is inside the home or on the provider’s network.

  5. Place a short test call when tone returns

    When dial tone is present, place a test call from the working corded phone, then reconnect remaining equipment one device at a time.

    You should see: Calls complete, and “line in use” no longer appears when the line is idle.
