Quickly press and release volume up, quickly press and release volume down, then hold the side button until the Apple logo appears.
You should see: The iPhone restarts into iOS or shows a setup or passcode screen.
Connect to a computer for recovery
If it still will not start, connect the iPhone to a computer, open Finder, Apple Devices, or iTunes, then put the iPhone into recovery mode and choose Update first if offered.
