How do I fix a landline that rings busy and cannot make or receive calls?

Answer

Unplug every phone, fax, alarm, and other device from the phone jacks, wait a couple of minutes, then test with one simple corded phone at the demarcation box test jack if you can reach it. That shows whether a house device is shorting the line or the problem is outside.

Before you start: stop right away if…

  • Only open the customer-access side of the demarcation box; do not tamper with sealed provider wiring.
  • Ignore unexpected callers who ask for payment or remote access to restore dial tone.

Follow these steps

  1. Disconnect every phone-line device

    Unplug every phone, fax, alarm panel, satellite receiver, and anything else connected to phone jacks in the house.

    You should see: Nothing inside the home is left attached to the phone wiring.

  2. Wait two minutes

    Leave all devices unplugged for about 2 minutes so the line can clear.

    You should see: The line is idle with no customer equipment connected.

  3. Test at the demarcation jack

    If you can access the main demarcation box outside or in the basement, open the test jack and plug in only one simple corded phone there.

    You should see: You either get dial tone at the test jack or confirm the line is dead before the house wiring.

  4. Interpret the result

    If the corded phone works at the demarc, plug devices back in one at a time indoors to find the bad unit. If it fails at the demarc, contact the phone provider for an outside-line repair.

    You should see: You know whether the fault is a house device/wiring issue or a provider line issue.
