Why will a home phone not let incoming calls through?

Follow these steps
Test the wall jack with a corded phone
If you have a simple corded phone, plug it into the same wall jack and ask someone to call that number.
You should see: The corded phone rings, or it also fails, which points more toward the phone line or provider.
Check the handset ringer
On the cordless handset, open the sound or ringer settings and turn the ringer volume up, making sure the handset is not set to silent or vibrate-only.
You should see: The handset shows an audible ringer level.
Turn off Do Not Disturb
Check Do Not Disturb on both the base and each handset, then turn that feature off.
You should see: Do Not Disturb is disabled on the base and handsets.
Review Call Block settings
Open the Call Block menu and look for “block unknown/private” or a large block list that may be catching wanted calls, then turn off broad blocking if needed.
You should see: Unknown/private blocking is off, or the block list no longer includes numbers that should get through.
Contact the phone provider if needed
If a corded phone on the same jack also cannot receive calls after these checks, contact your phone service provider and report no incoming calls on the line.
You should see: The provider tests the line or reports an outage or call-forwarding setting on the account.
