Why does a call open the line instead of going to voicemail?

Watch what the called phone does

Turn off auto-answer and related call features
In the Phone app or Accessibility settings, look for Auto answer, Answering and ending calls, or similar options and turn them off.
You should see: Incoming calls ring until someone answers or the call times out to voicemail.
Check Do Not Disturb and silence settings
Turn off Do Not Disturb temporarily and confirm the ringer is not set in a mode that suppresses ringing while still allowing the line to connect oddly.

Test carrier voicemail with the phone off
Power off the called phone completely and call the number again from another phone.
