Why can’t I open Contacts on my iPhone Phone app?

This usually means the Phone app is on Keypad or the contact search field, not the Contacts tab. Tap Contacts at the bottom of the Phone app to open your saved contacts.
Before you start: stop right away if…
- Avoid deleting iCloud Contacts or resetting the iPhone unless you have a backup and understand what will be removed.
Follow these steps
Open the Phone app
From the Home Screen or App Library, open the green Phone app.
You should see: The Phone app opens with tabs along the bottom.
Tap Contacts at the bottom
Tap Contacts at the bottom of the screen. Do not stay on Keypad, and do not use only the search field that asks who you are looking for.
You should see: Your contact list appears, or you see groups and names you can scroll.
Check the Contacts app if the list is still empty
Open the separate Contacts app and see whether names appear there. If they do, return to Phone and tap Contacts again; if both are empty, go to Settings, then Apps or Contacts, and confirm iCloud or another account sync for Contacts is turned on.
You should see: Contacts show in at least one place, or you can see that account sync for Contacts is off.
Dismiss emergency-contact setup if it appears
If iOS shows an emergency contact or Medical ID setup prompt instead of your list, close or finish that prompt, then open Phone and tap Contacts again.
You should see: The setup screen is no longer blocking the Contacts tab.

What to look for: Bottom tabs in the Phone app labeled Favorites, Recents, Contacts, Keypad, and Voicemail, and a search field that says who you are looking for.
Before you change anything: Confirm you are in the Phone app, not Messages or a third-party dialer. Do not erase the iPhone or delete iCloud data to find contacts. Note whether contacts appear in the separate Contacts app. Never share Apple ID passwords or codes with unexpected callers.
