Why does an iPhone say Locked to Owner after switching to Xfinity?

Locked to Owner is Activation Lock from the Apple ID previously signed into the iPhone; sign in with that Apple ID and password, or have the previous owner remove the device from their iCloud account.

Follow these steps
Sign in with the previous Apple ID
On the Locked to Owner screen, enter the Apple ID email and password that were previously used on that iPhone.
You should see: Activation Lock clears and setup can continue.
Remove the iPhone from iCloud if you still have access
On another device or iCloud.com, sign in with that Apple ID, open Find My device lists, and remove or erase/remove this iPhone from the account if you own it.
You should see: The iPhone can activate without the lock screen after a restart.
Separate carrier lock from Activation Lock
Once the phone is usable, check Settings > General > About for Carrier Lock. No SIM restrictions means the phone is carrier unlocked even if Activation Lock was the earlier blocker.
You should see: You know whether any Xfinity or prior-carrier SIM restriction remains.
Escalate only through official channels
If you own the phone but lost the Apple ID, start Apple’s official account recovery. For carrier service issues after unlock, contact Xfinity support, including Customer Security Assurance if account access is looping.
You should see: Apple handles Activation Lock ownership; Xfinity handles the cellular account.

Before you change anything: Identify the Apple ID that was previously used on the iPhone. Do not pay third parties who claim they can remove Activation Lock.
