How do I finish iPhone setup when activation is delayed and passkey or voice features will not work?

When an iPhone finishes transferring data but stalls on activation, passkey setup, or voice features, the phone usually still needs a stable network and a completed Apple ID sign-in. Connect to reliable Wi-Fi, finish activation in Settings, then set up Face ID or Touch ID and Siri after the phone is fully activated.

Follow these steps
Confirm network and activation status
Connect to a trusted Wi-Fi network, keep Cellular on, open Settings, and check for any Activation, Carrier Services, or Apple ID banners that still need attention.

Finish Apple ID sign-in before passkeys
In Settings, complete Apple ID sign-in if prompted. Do not start passkey setup until the account session is active and activation is no longer pending.
