How do I get a Samsung TV to recognize an HDMI splitter for a soundbar and DVD player?

Samsung TVs often fail to detect a splitter when devices are powered on in the wrong order, the wrong HDMI input is selected, or HDMI-CEC (Anynet+) is off. Power the TV and choose that HDMI input first, then power the splitter, then the DVD player or soundbar.
Follow these steps
Select the HDMI input first
Turn the Samsung TV on, open the Source or Input list, and select the HDMI input that the splitter is plugged into.
You should see: The TV stays on that HDMI source even if the picture is still blank.
Power the splitter next
Turn on the HDMI splitter or switch. If it has a power adapter, plug it in; if it has a selector button or remote, choose the port that the DVD player or soundbar uses.
You should see: The splitter shows power or an active input light for the selected device.
Power the source device last
Turn on the DVD player and soundbar after the TV and splitter are on. Wait several seconds for the TV to detect the signal.
