Follow these steps
Connect to Wi-Fi first
On the new iPhone, join a working Wi-Fi network from the setup screens. Cellular calling is not required to continue Apple Account verification over Wi-Fi.
You should see: The iPhone shows a Wi-Fi connection and can load the next Apple Account screen.
Sign in with the correct Apple Account
Enter the Apple Account email that was used with the old or replacement device. Use the password you already know; do not create a new account unless Apple support directed that for this replacement.

Enter a phone number you still own
When asked for a trusted phone number, enter a number that still receives texts or automated voice codes on another phone. Prefer a number already listed as trusted on the Apple Account if you remember it.

Receive the code on another device
