Why can a phone only complete calls to 611?

If only 611 connects, the line is usually partially provisioned, blocked for outbound calling, or stuck in a limited service state. Check account status with the carrier, confirm the plan is active, then reset network settings on the phone.

- Do not pay gift-card or wire fees to someone claiming they can unlock calling on your line.
- Network resets erase saved Wi-Fi passwords on the phone.
Follow these steps
Check account and plan status
Sign in to the official carrier account and confirm the line is active, paid, and not restricted for outbound calls.
You should see: The account shows active service, or identifies a block or incomplete activation.
Toggle airplane mode and restart
Turn Airplane mode on for 30 seconds, turn it off, restart the phone, and try a regular local number again.
You should see: Normal calls connect, or the same 611-only behavior remains.
Reset mobile network settings
Use the phone's Reset Wi-Fi, mobile and Bluetooth settings or equivalent network reset, then test calling again after the phone rejoins the network.
You should see: Outbound calling works, or the carrier still needs to finish provisioning.
