Why won't a phone load websites when Wi-Fi signal strength is excellent?

Strong bars with no page loads usually mean a captive portal, DNS, or router internet outage—not weak Wi-Fi. Renew the connection, forget/rejoin the network, and test another site or device.
Before you start: stop right away if…

Follow these steps
Confirm it is not a portal login network
Open a browser to a plain site like example.com and see if a hotel/café login page appears; complete login if it does.
You should see: Either the portal signs you in or no portal appears.
Toggle airplane mode
Turn on Airplane mode for 15 seconds, turn it off, then reconnect to Wi-Fi and retry a page.
You should see: The phone rejoins Wi-Fi with a fresh network session.
Forget and rejoin the network
In Wi-Fi settings, forget the network, reconnect with the password, and wait until Connected appears before testing again.
You should see: Pages begin loading or you get a clearer error.
Compare with another device
Open the same website on another phone or computer on that Wi-Fi. If all devices fail, restart the router and modem.
You should see: You know whether the fault is phone-only or the whole network.
Reset network settings on the phone if needed
On the Samsung phone, use Reset network settings, then reconnect to Wi-Fi. This clears saved networks and Bluetooth pairings.
