How do I fix a landline with no dial tone after a Spectrum outage?

Power-cycle the Spectrum modem: unplug its power for 30 seconds, plug it back in, and wait 5–10 minutes for a full restart. Then check the phone cable in the modem’s Phone/TEL port and test for dial tone again.

Follow these steps
Unplug the Spectrum modem power
Unplug the power cord from the Spectrum modem or gateway (and from the wall outlet if easier). Leave Ethernet and phone cables connected unless you are also checking wiring next.
You should see: All modem lights go dark.
Wait a full 30 seconds
Keep the modem unplugged for at least 30 seconds so it fully clears. Do not plug it back in early.
You should see: You have waited long enough for a clean power cycle.
Restore power and wait for startup
Plug the modem power back in. Wait 5 to 10 minutes until online and phone-related lights settle into their normal steady or slow-blink pattern per Spectrum’s labels.
You should see: The modem finishes booting and status lights look normal.
Check the Phone/TEL cable and test dial tone
Confirm the phone cord is firmly in the modem’s Phone or TEL port and in the phone base. Lift the handset (use a corded phone if cordless still fails) and listen for dial tone. If there is still none, try another phone or cable, then contact Spectrum with your modem light status.
