Follow these steps
Sign in with the original Fitbit account
Open the official Fitbit app or site and sign in with the Fitbit credentials you used before the Google move attempt, not the blocked Google Health email path.
You should see: You reach the Fitbit account home or settings while still on the original Fitbit login.
Open Move account again
Go to Settings, then Move account, and start the Google transfer flow from inside Fitbit rather than signing into Google first with the conflicting address.
You should see: Fitbit prompts you to choose or create a Google account for the move.
Choose a different personal Gmail
When Google opens, select or create a completely different personal Gmail that has not already been used for Google Health, Fitbit, or Google Fit. Avoid the address that triggered the conflict message.
