How do you switch from a Fitbit Versa 3 to a Versa 4?

Set up the Versa 4 from inside the Fitbit app using the same Fitbit or Google account that was used with the Versa 3. Signing in with the same account carries the activity history over automatically.

- Skipping the final sync of the old watch can permanently lose the last day or so of unsynced activity data.

Follow these steps
Sync the old watch one last time
Open the Fitbit app with the Versa 3 nearby and let it sync so all recent activity uploads to the account.
You should see: The app shows the Versa 3 synced within the last few minutes.
Add the Versa 4 in the Fitbit app
In the Fitbit app, tap the profile or devices icon and choose Set Up a Device (on newer versions, tap the + to add a device). Select Versa 4 and follow the on-screen pairing instructions, entering the code shown on the watch when prompted.
You should see: The app pairs with the watch and begins setup, often installing a firmware update.
Sign in with the existing account
When asked, sign in with the same Fitbit or Google account used with the Versa 3 so the activity history, badges, and goals carry over.
You should see: The dashboard shows previous activity history alongside the new watch.
Allow notification and location permissions
Enable call, text, and app notifications during setup, choosing Allow when the phone asks for permission. For weather to work, open the phone's Settings, find the Fitbit app, and set Location to Allow While Using the App or Always.
You should see: Notifications appear on the watch and the weather tile updates after a sync.
Remove the old watch and explore the new one
In the Fitbit app's device list, select the Versa 3 and remove it. On the Versa 4, swipe left and right to browse tiles and press the side button to open the full app list.
You should see: Only the Versa 4 remains in the app, and the watch responds to swipes and the side button.
