Follow these steps

  1. Update the number while signed in if possible

    If you can still open the mailbox, go to the official Google or Microsoft security/security-info page, remove or replace the old landline, and add the new cell number.

    You should see: The new cell number appears as a verified recovery option.

  2. Use Forgot password with remaining methods
