Follow these steps
Wait out the lockout timer

Enter the correct PIN carefully
Type the known PIN slowly. Avoid repeated wrong guesses that extend the lockout.
You should see: The phone unlocks to the Home Screen.
Use Find My Device erase if the PIN is unknown
On a computer, open Google Find My Device, select the phone, and erase it if you are prepared to set it up again.

Sign back in after erase
Set up the phone and sign in with the same Google account to pass Factory Reset Protection.
