How do I fix an Android phone that can use Wi-Fi but cannot make calls?

Follow these steps
Toggle Airplane Mode
Turn Airplane Mode on for about 20 seconds, then turn it off and wait for mobile network registration.

Confirm SIM and network type
Open Settings > Network & internet or SIM cards / Mobile network. Enable the SIM, turn on Mobile data if needed, and set Preferred network type to a mode that includes LTE/4G voice support used by your carrier.
You should see: SIM status is Ready and the preferred network type is set correctly.
Restart after enabling cellular data
Confirm Cellular/Mobile data is on, restart the phone once, then try a call to a known number.
You should see: Voice calls connect, or the error becomes more specific.
Ask the carrier to refresh voice service
Contact the carrier over Wi-Fi chat or another phone and ask them to refresh provisioning for voice on this device and SIM.
