Follow these steps
Use the correct phone cord
Connect an RJ11 phone cord from the handset or cordless base to the wall jack, or to the modem port labeled Phone or Tel—not the Ethernet LAN ports.
You should see: The physical path is complete between phone and voice service port.
Listen for dial tone
Lift the handset and listen for dial tone. If there is none, try a second known-good phone on the same jack to separate handset failure from line failure.
You should see: Dial tone is present, or you confirm the jack has no tone.
Power-cycle the voice modem
If voice rides on a provider modem, reboot the modem, wait until all status lights are normal, then retest dial tone.
You should see: Voice service returns after the modem fully restarts.
Ask the provider to activate or test the line
If wiring is correct and there is still no tone, contact the phone provider and ask them to confirm home phone activation and run a line test.
