Follow these steps
Turn off Focus modes
Go to Settings > Focus and turn off Do Not Disturb and any other Focus that may be active. Also check Control Center for a Focus icon.
You should see: No Focus icon remains and test calls can ring.
Allow unknown callers
Go to Settings > Phone and turn off Silence Unknown Callers, or set Screen Unknown Callers to Never if that option appears.
You should see: Calls from unknown numbers are allowed to ring again.
Disable call forwarding
Go to Settings > Phone > Call Forwarding and turn it off if it is on. If it was already off, ask the carrier to clear network-level forwarding.
You should see: Calls route to the iPhone instead of another number or voicemail.
Recheck signal and voicemail
Confirm cellular or Wi-Fi Calling is connected, restart the iPhone, and place a test call from another phone.
You should see: The iPhone rings normally before voicemail can answer.
