How do I improve Bell Mobility roaming on a Samsung phone?

Follow these steps
Confirm a Bell roaming add-on
Open the Bell app or MyBell and check that a roaming pass or travel add-on covers your destination and dates. Add one if needed.
You should see: Bell shows an active roaming product for the trip window.
Turn on Data Roaming
On the Samsung, open Settings > Connections > Mobile networks and turn Data Roaming on for the Bell SIM.
You should see: Data Roaming shows enabled.
Restart and wait for registration
Power the phone off for about one minute, turn it back on, then wait several minutes for signal bars and a partner network name to appear.
You should see: The phone shows service with a local or partner carrier and mobile data works.
Reset network settings if still stuck
If there is still no data, set Network operators to automatic if available, toggle Airplane Mode for 30 seconds, and test a webpage.
You should see: Pages load on mobile data, or Bell support has a clear network error to investigate.
